Is there a way to add a collaborator to a repository with just their email via the REST API?

We need to invite users to a repository, but we don't know if they have github user or what user they have.
Would it be possible to invite them with just their email?

GitHub needs to assign permission to the user id. You'll need to create your own onboarding flow outside of Github and ask users to sign up for a GitHub account:
