Issue Templates Should Allow an Option to Render Markdown

Currently, the documentation around YAML issue templates mentions that you can create an item in the body of the template that is of type markdown. This type will render for the issue form but will not be submitted as part of the issue.

I'd like to propose that we offer an option where a user could specify that this markdown should be submitted as part of the issue creation.

Would love to have something like this for Bootstrap to enforce our Contributing Guidelines by adding a sentence at the end of each issue explaining that we don't assign issues.
