Usage alert emails for codespaces despite not having used them #145142

Looks like it's actually storage being used by codespaces. Despite not having any running, I've apparently used it at some point in the past and whatever that was is stuck counting against my quota. |

Welp, I found the culprit. Apparently a forked repo had a prebuild configured. I can't say for certain I didn't create it at some point in the past and just forgot but I don't believe I did which would mean simply firing a repo could result in unexpected charges to be generated unintentionally. While I want to think it's just an oversight, the fact that GitHub makes you do all of the steps below just to see what repo is responsible for the charges, makes me lean towards this being an intentional behavior designed to pad monthly billing charges without users noticing.
All of the above should be able to be done directly from the usage page. |

Body
I constantly get emails about my codespaces usage being over 75%/90% despite not using them. Every time I get the email I go and check and am unable to find any activity at all related to codespaces and no billable amount is ever actually shown so I'm not sure what's triggering these alerts. I have my spending limit set to zero so I'm not worried about any actual charges, but if anyone has any ideas on how to get the phantom usage alerts to stop I'm all ears.
