Add Always open issues in new tab accessibility setting

I have difficulty dealing with issues that open in pop-ups. Either I forget to open it in a new tab or I do open it in new tab and then I'm stuck with the pop-up still existing and sometimes close the wrong tab. Please add an accessibility setting to always open issues in a new tab.

I think having an option to always open issues in a new tab would definitely make the experience smoother for everyone. :D
