Add tagging option in lists so they can appear in Topics tab

It would be amazing if our lists could appear publicly in the 'topics' tab just like an individual repo can be tagged under a topic.

P.S.: it can also appear as a sub-tab under the respective topic as shown in the above screenshot so we can toggle/switch to individual repos or lists.
