strange behavior of 'select all', 'invert' and 'clear' buttons under project(s)

I find that buttons to select all projects, invert/clear selection don't do what I expect.

To Reproduce

On OG home page:

1. click select all (projects)
2. click invert (project selection)
3. type search text in full text search
4. click search

Should: no results because of no project selected
Actual: search results from all projects

OG version 1.3.8

I'm pretty sure this is not ui bug, and it is not bug at all. If the project selection is empty we use projects from cookie - that might have been you last search.

If it is by design, then i have to admit i don't understand the design at all. Even if it may look stupid doing search with empty project list (as the result is expected, right?), it is still probably better to let the machine do that stupid thing that user requested instead of repeating e.g. search 'all' project, which can return bloated result set. Perhaps the buttons can set some hidden param that the set is really empty, because user did that intentionally to distinguish between intentionally empty set and empty set due to page reload.
