Support "quiet mode" based on current traffic

Attempts to move into "quiet mode" based on device activity have not accomplished goal of preserving battery life. This issue suggests a different approach, built into the tunneler SDK (and/or C SDK) to enter quiet mode based on current Ziti networking activity. Combined with the new event-based updates this should help put battery issues to rest 🤞
