DO NOT MERGE until PR opentensor/subtensor#1745 merged to devnet-ready.

Current implementation is based on:

AC:

  • initial async/sync extrinsic logic + subtensor calls
  • unit tests
  • e2e tests
  • Testes locally based on Subtensor PR with fast and non-fast-blocks localnet.
  • ready to merge - subtensor PR is merged to devnet-ready
  • ready to release - subtensor PR is deployed to finney
