TUI: edit and create view

We need edit and create views for the policy config for the TUI

Acceptance Criteria

• create the edit and create views
• utilize charm's huh component to drive froms
• document solutions for abstraction to drive development of future interactive commands

Moving to medium priority since we're going to be releasing soon and would really benefit from customer feedback as part of our "experimentation" in interactivity and UX.
