[roads] Render highway=track surface=unpaved differently from surface=paved

Currently mapnik renders highway=track with surface=unpaved as a dashed line, exactly like surface=paved.
Unless tracktype=grade1 is specified.
Surface=paved and surface=asphalt should be rendered as solid line, without having to specify tracktype=grade1

I don't think it's a good idea to use two different tags to determine the rendering. I think using tracktype works just fine. I will therefore close this as wontfix.
