[water] Mapnik ignores value culvert for the tunnel tag on waterways

Please render waterways tagged as tunnel=culvert the same way as those tagged as tunnel=yes (culvert=yes)

More generally, the special tunnel rendering should be used whenever there is tunnel =*, not only tunnel=yes.

+1 Now it is used over 50.000 times. So 11% of all tunnels tagged this way.

This issue has been open for over two years, and affects lots of tiles (as noted by Martialmapper). So, although I'm no expert on mapnik style, here's a pull request, please consider: openstreetmap/mapnik-stylesheets#7

Let me add tunnel=building_passage to the list, with 5500 uses.

[http://taginfo.openstreetmap.org/keys/tunnel#values Taginfo] also show "avalanche_protector", "passage", and "covered" in the long tail, although I'm not sure how the last two improve upon "yes".
