Street level imagery: Dragging the map while hovering over an image marker #10485

Description

Observed behaviour
When hovering over an image marker and subsequently dragging the map, the image in focus will be selected. The map will move back accordingly to center the active view on the image marker, the drag action is now discarded.
If the image marker is dragged outside of the active view, or dragged around in the active view long enough, the select action will be discarded.

Occasionally the background map image itself is selected and picked up/copied instead.

Expected behaviour
Ignore (hover and) select on drag when the mouse is over an image marker, similarly to the behaviour for polygons(areas).
(this should result in a regular 'hand' pointer being displayed while dragging)
