prow-scheduler: update ProwJob CRD

Prow is getting a scheduler:

• PRs list so far here
• Upstream issue and design doc: Dynamic scheduling of Prowjobs to clusters kubernetes/test-infra#32039

That means, once the feature has been enabled, a ProwJob might be in a scheduling state.
This PR update the CRD definition to accommodate this new feature.

Upstream CRD has already been patched: kubernetes/test-infra#32211
