[DNM] [WIP] : Alternate plan to enable DRA in OCP

Enable the DRA in OCP by promoting the downstream DynamicResourceAllocation feature gate to the Default cluster type as well

This is the anticipated change only if the Hypershift team is blocked to update the openshift/api dependency during to upstream issue.

This PR would be closed if the original PR #2498 is merged

Pipeline controller notification
This repository is configured to use the pipeline controller. Second-stage tests will be triggered either automatically or after lgtm label is added, depending on the repository configuration.
