Missing information from job-scheduler maven publication

The job scheduler maven publication is missing javadoc and sources jars. These are required to publish to maven central.

The pom.xml is also missing developers, licences, and scm information.

The job-scheduler-spi publication includes this in the pom, but not job-scheduler.

I only see SPI in maven central for ODFE, is this required as a maven publication?

I think only SPI is used by other plugins, but I could be wrong.
