Support new currency: Tunisian dinar

Summary 💡

Trubudget shall support a new currency (Tunisian dinar).
Unfortunatley the europe central bank does not provide an exchange rate for this currency.
In the first step the exchange rate should be implemented with a fixed rate.

In a follow up issue the exchange rate shall be fetched from a exchange rate feed source like ecb for $
