Deprecate mosip-mediator and migrate webhooks to routes in opencrvs/mosip server package

The mosip-mediator code which handled the webhook before sending it to the proxy needs to be moved into the server package for refactoring

Tech tasks

ID Authentication

• This seems feasible to convert to Node.js within our opencrvs/mosip -api. Pyry is currently working on this.
• MOSIP signed certificate for opencrvs-auth-partner is expired, could you check and renew that for Collab. MOSIP is working on this

AID / RID number generation

Birth registration

• Needs investigation if we can handle this without a Java mediator. Abdul investigates if the OpenCRVS registration phase needs to stay on MOSIP side

NID deactivation

• No progress on this one yet.
