specs-go/config.go: Make Process.Terminal omitempty

It's an optional setting, and this change will fix the wordy:

  $ ocitools generate --template <(echo '{}')
  $ grep terminal config.json
      "terminal": false,

Instead, config.json will not contain a 'terminal' entry at all.
