Don't scrape Spanish-language committees in LA Metro #233

With the introduction of Spanish-language events, Metro also added Spanish versions of committees. Per the client:

[The Spanish-language committees] shouldn’t show up on the Committees page because they have no active members. They’re exclusively used for Spanish language broadcast and link to Spanish recording.

Indeed, they don't show up, but they do add "extra" data to the OCD API, e.g., https://ocd.datamade.us/ocd-organization/cf5dd653-8fa5-4217-abec-a1b33c1413e4/

I'd say this is probably low priority, but I don't think we need to scrape these.
