Bring back validation in #149 but enable it per-jurisdiction, somehow.

It could just be per-repository instead of per-jurisdiction, by having the repository's pupa_settings declare what enums to use.

@fgregg see #149 - we had stronger checking for state entries; basically we want to validate the enum harder per jurisdiction (e.g. we know what things are in the enum for US State Legislatures)
