metrics: provide devel/home project level access data

I had considered this and even file level data, but given the input data size (24TB) and having to build a tool just to get anything I figured it was best to start with the simplest. After Conan Kudo (ニール・ゴンパ) requested in openSUSE Discord after the announcement it seemed best to formally track it at the least. I have other tasks I need to attend to in the immediately future.

The suggestion was to aid projects in knowing what versions to target and bother maintaining.
