New Blog Post: OpenTelemetry on Mainframe Priorities Survey

Promote the "OpenTelemetry on Mainframe Priorities Survey" created by the Mainframe SIG.

The survey aims to gain feedback on the priorities for enabling OpenTelemetry on mainframes. The results of the survey will guide the Mainframe SIG to identify and prioritize tasks to accelerate the adoption of OpenTelemetry on mainframes.

Note that there is another SIG (@open-telemetry/sig-contributor-experience-approvers) who wants to run a survey soon. I don't think it is an issue to run 2 at the time since they address different audience, but I wanted to give a heads up
