Do coordinator rotation on the community meeting

@open-telemetry/cpp-maintainers as we discussed in today's meeting, we can do rotation on the coordination of our community meeting. Perhaps we can begin this at the next meeting?

Ok in principle to rotate, we can't ask @lalitb do all the work all the time.

I will be off the next two weeks, with low/no activity on github, so not the best candidate for this period : next 2 meetings will be tentative only for me.
