Return to upload page without having to re-upload file

If the user wants to go back from the OCDS Lite download page or the select data page for Select fields manually, then the user has no option other than to re-upload the file.

There are a couple of ways to address this.

1. The option to select OCDS Lite vs Customise tables is moved into select data (step 2)
2. We add a start over button
