Follow on from open-contracting-extensions/ocds_participationFee_extension#27 (comment)

Add ", expressed as a decimal proportion between 0 and 1." to the descriptions of:

  • competitiveMaximumPercentage (both)
  • competitiveMinimumPercentage (both)
  • maximumPercentage
  • minimumPercentage
