This was for the SPP extension and use cases. From a Slack thread: "Concurrently, publishers should model the selection and award criteria using the extensions that allow a breakdown. That way, an analyst can determine the weight assigned to SSP criteria."
Noting that in open-contracting/standard#891 (comment) it was decided to postpone the recommendation to always use at least one lot to 1.3 rather than attempt to introduce it in 1.2
