II.2.3 allows multiple "Places of performance", but deliveryAddress on allows one .region

In F01, II.2.3 "Place of performance" can be repeated, but only one .deliveryAddress is allowed in the Location extension.

Shall we add a .deliveryAddresses array in Location or a EU specific extension?

I think we can extend the Location extension in the EU-specific extension for now (same with changes to the Bids extension), and then later hopefully make the same changes to the original extensions as part of the OCDS 1.2.0 upgrade.
