Update Explorer navigation bar

We want to revise the Explorer navigation bar. The new nav will be:

• Findings
• Censorship
  • Social media
  • News Media
  • Circumvention Tools
  • Domains
  • Networks
• Countries
• Charts
• Search
• Language selector
• Logout (if logged in)

The sub-menu after Censorship will follow the same style as the current About page: https://ooni.org/about/

We will consider this issue done once:

• New navigation has been implemented in production
• Event tracking has been implemented so we will be able to track which pages are popular

We will update the navigation bar before building the thematic pages. Default to Domains, (order of menu domains, network, circumvention tools)
