dosnt scale up from 0 pods if the message quantity is under the messages per pod

dosnt scale up from 0 pods if the message quantity is under the messages per pod. i would like it to start a first pod when the first message is in the queue but not increase further until the message per pod is reached.

also even if i set minpods =1 after it has been scaled to 0 it doesnt scale to 1

anyway you can fix this please. would be very apriecated
