Is your feature request related to a problem? Please describe.
Syncthing watcher does not work on WSL:
microsoft/WSL#4739

Describe the solution you'd like
If okteto up runs in WSL, fail fast with a proper error:
microsoft/WSL#423

Describe alternatives you've considered
Make the syncthing rescan interval configurable, but still, the dev UX would be bad.

Maybe consider a warning instead
