According to CITIES.md there still isn't any spider for São Carlos - SP, there is only for São Carlos - SC, so I'll work in adding it.

The gazette can be found at http://www.saocarlos.sp.gov.br/index.php/diario-oficial.html (already tracked by the census). Their first data is from 2009-06-11 and they always use PDF.

Can someone please advice how to include the gazzete source in the census? Thanks very much
