UI Breaks in User List View on Small Screens

Describe the bug
when viewing the user list on small screen sizes, the layout appears to be broken. ui elements are misaligned, overlapping, or not displaying correctly.

To Reproduce
Steps to reproduce the behavior:

1. Go to facility'
2. Click on 'user' and then click on list view instead of card
   3 . See error on small screens

Expected behavior
The user list should adapt properly to small screens.

@Jacobjeevan @rithviknishad approach to fix this issue : We can add horizontal scrolling to the user list to prevent UI breakage on small screens . can i work on this issue.
