Describe the bug
Create Button for tag creation in questionnaire is not working.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://care.ohc.network/questionnaire/arterial_blood_gas
2. Click on Manage , then click on manage tags.
3. Create a new tag
4. See error

Expected behavior
It need scrolling as two containers are overlapping.

It looks like a scroll issue, @amjithtitus09 can you look at it

@bodhish I was just looking at night time yesterday rapidly I was just about to open then I saw @Tanuj1718 opening that.

Its of course a scroll issue but the footer was also interrupting so I added the scroll area also along with removing absolute class from the sheet footer component. I fixed it @bodhish
