lint-opam action requires dune < 3.0

See ocurrent/opam-dune-lint#46
Seems the above PR is stalled.

Since it is an upstream issue, this issue should not be raised here, but there is ongoing work for dune 3 support in the upstream. I expect new one will be released soon. Track this thread: ocurrent/opam-dune-lint#46
