Invalid indicators are sometimes generated

In some of the AIS TLP:WHITE content the indicators have been "elevated" have pattern attributes that are missing. I'm guessing the STIX 1.x indicators probably didn't have a linked observable, or it's something that isn't supported, etc.

In any case, the proper response would probably be an error, not to generate invalid STIX2 content.
