Investigate map toggling bug on state page

@alykat and I have both noticed that sometimes, when we toggle between Democratic and Republican presidential results, the map gets stuck. The results table will switch to the correct party, but the map won't change. But the behavior is inconsistent. One hypothesis is that this occurs when some counties are reporting results from one party's contest but not the other party's. We might keep an eye out for this bug during a test.
