When the data comes in the app pops into view (re-renders twice).

This was fixed before here: https://github.com/notisnan/covid19-tracker/pull/90/files#diff-14b1e33d5bf5649597cdc0e4f684daddL221

But I had to remove it to add errors for when the API took too long to return. Look into fixing this problem again with the timeout.
