Breaking: Enable additional recommended rules for v4

TODO:

• Check for any other high-priority rule proposals we should implement and enable.
  • I checked and implemented no-only-tests.
• Consider enabling require-meta-schema since schema is expected to become mandatory for rules with options in ESLint v9
• Add requireSchemaPropertyWhenOptionless option to require-meta-schema
