`Buffer.poolSize >> 1` (floor of [`Buffer.poolSize`][] divided by two).

Use of this pre-allocated internal memory pool is a key difference between
calling `Buffer.alloc(size, fill)` vs. `Buffer.allocUnsafe(size).fill(fill)`.
