doc: refactor WHATWG URL docs #12683

  • Document url.domainTo*() methods separately from the WHATWG URL API
  • Add missing added metadata

This should prepare us for marking WHATWG URL API as stable, as discussed during the 2017-04-26 CTC meeting.
