Nominating @sxa as a collaborator

I’d like to nominate @sxa as a Node.js core collaborator.

Stewart has expressed an interest in becoming a release in future and has attended the fortnightly release mentoring sessions. Stewart also has a history of commits in Node.js core.

TSC have given their +1 for Stewart to become a releaser in future (additions to the releasers team requires TSC authorisation).
