deps: V8: cherry-pick 2a0bc36dec12

Original commit message:

    [parser] Fix the MSVC build

    MSVC seems to instantiate the Parser::PreParserIdentifierToAstRawString
    method despite it being unused. This CL adds an (unreachable)
    definition for it.
