Support web workers

test/parallel/test-worker-relative-path.js and test/parallel/test-worker-relative-path-double-dot.js were disabled since they failed to load worker_threads module. This needs to be investigated & tests need re-enabled.

This is more generally a need to support web workers. Updating the title to reflect this.
