Adding external members to WASI team

Based on recent meeting on uvwasi work I took the action to add @phated, @ospencer to the Node.js WASI team as they have volunteered to work on uvwasi. Adding them to the team will make it easier to at mentioned etc.. This will also include adding them to Node.js

Details on discussion in that meeting are in - nodejs/uvwasi#187

I'll do this next week unless I hear objections before then.
