Data source for SampleCollectionDate and ReportedDate

Welldone APIN Team,
We have observed that the data source from SampleCollectionDate and ReportedDate on the
https://github.com/nmrs-nigeria/openmrs-module-nigeriaemr/tree/72_hrs_of_facility_delivery_fix
branch of the the plugin. We are proposing that;

SampleCollectionDate be mapped to concept 159951 if present or encounter_datetime or obs_datetime of the Viral Load abscent

ResultedDate be mapped to concept 16541

Reason is because in most legacy systems we migrated (LAMIS/OpenMRS) into the NMRS, the date the lab person made contact with the patient encounter_datetime is the date the blood sample was taken.

Mapping the SampleCollectionDate to the obs_datetime will be easier for data quality and report generation.

SampleCollectionDate mapped to only 159951 only.
