Empty announcments

Describe the bug

If a message is blocked by BTTV, and this message is a announcement, the banner "Announcement" is still here without the message.

Steps to reproduce

1. Block a word
2. Send a message as announcement containing this word
3. The message does not appear the the banner does

Expected behavior

The banner shoudn't appear like the message does
