Warn when local.settings.json is missing #4

If someone misses step 4 of the README setup instructions, the app will start fine, but with no CORS enabled which is confusing.

  1. Copy local.settings.example.json to local.settings.json.

We should add some sort of check that the local.settings.json file is present and warn if it's not there.
