The horizontal rule has a couple of issues:

It does not place the cursor after it. If the user types anything it will delete the node. This is not desirable or predictable behavior.

HorizontalRule extension: inconsistent behavior ueberdosis/tiptap#1964

It inserts a blank line above it. It should replace the current block.

Fixed in fdbd946.
Opened a PR to the upstream @tiptap/core package: ueberdosis/tiptap#3859
