Notes is flagged as not compatible with NextCloud 31.0.3

Steps to reproduce

In the nextcloud settings/admin/overview#version page the NextCloud version is 31.0.2 and report a new Nextcloud are avaiable 31.0.3 but notes are reported as not compatible app.

Expected behaviour

Notes should be compatible with the latest nextcloud stable version

Actual behaviour

The notes app appear to be not compatible with the latest Nextcloud version 31.0.3

The issue is actually PHP 8.4 and thus #1510.

Support was merged in the appinfo file but we need a new release.
