We can get faster CI on library installation, especially for Windows the installation boost is quite significant

Suggest a solution if possible.

This is quite straightforward, I made an attempt on my fork: #1

If this is of interest I will open the same here.

I removed caching after reading about it in the setup-python issue

Extra: I renamed the workflows as most of them appear as "ci" 🥲
